This new notice arrives as the Trump administration stated that it would not tap into roughly $5 billion in emergency funds to maintain benefits through the Supplemental Nutrition Assistance Program, commonly known as SNAP, through mid-November. This program helps approximately 1 in 8 Americans buy groceries. The USDA notice stated, “The bottom line is, the well has gone dry.” “At this time, there will be no benefits issued for November 1. We are headed for a change for Senate Democrats.”

The lockdown, which began October 1st, is now the second longest on record. Although the Republican administration took steps heading into the shutdown to ensure SNAP benefits would be paid this month, this suspension would extend the effects of this impasse to a wider group of Americans – and those most in need – if a political solution is not reached in a matter of days.

The administration blames Democrats, who say they won’t agree to reopen the government until Republicans discuss with them the expiring benefits under the Affordable Care Act. Republicans say Democrats must first agree to reopen the government before discussions can take place.

Democratic lawmakers have written to Agriculture Secretary Brock Rollins that emergency funds will be used to cover most of next month’s benefits. But a USDA memo released Friday says that “emergency funds are not legally available to cover regular benefits.” The document states that the money is earmarked for things like helping people in disaster areas. He cited a storm called Melissa, which has intensified into a major hurricane, as an example of the importance of having money available to quickly address a disaster.

The potential for families in states led by both parties to not receive food assistance is a deep concern. Government directives may allow this to happen. The USDA memo also stated that states will not be temporarily reimbursed for expenses recovered. Other states must prepare to suspend benefits to SNAP recipients. For example, Arkansas and Oklahoma are advising recipients to identify food pantries and other groups that assist with food supplies.

Democratic Senator Chris Murphy of Connecticut has accused Republicans and Trump of not agreeing to negotiate. “The reality is if they were willing to sit down and try to negotiate, we could probably get something done very quickly,” Murphy said on CNN’s “State of the Union” on Sunday. “We could open the government on Tuesday or Wednesday, and there would be no food stamp program crisis.”
