A new study indicates that test scores in Florida have increased and attendance has improved following the implementation of cell phone bans in schools, although the state experienced short-term disciplinary issues. The study, conducted by two researchers from the University of Rochester and the non-profit research organization RAND, found that the positive benefits of cell phone bans don’t become truly apparent until the second year after the policy’s adoption. By the second year of the study, students began achieving higher test scores, and the number of unexcused absences decreased significantly. However, problems arose within the schools during the first year. “We show that the implementation of cell phone bans in schools leads to a significant increase in student suspensions in the short term, particularly among Black students, but that disciplinary actions begin to disappear after the first year, suggesting a new steady state after an initial period of adjustment,” the authors stated. The study is a working draft of a document that has not yet been peer-reviewed. The number of disciplinary actions doubled in the month schools began enforcing mobile phone bans. The increase in suspensions continued through the end of the first year, though it returned to normal in the second year, according to the newspaper. In the second year of the ban, test scores increased by 2 to 3 percent. In both the first and second years, unexcused absences decreased significantly, which the authors suggest likely explains the jump in test scores. “Overall, our findings suggest that cell phone bans can improve student achievement, but these benefits come at the cost of increased suspension rates in the short term. The challenge for educators is to mitigate these short-term adverse effects while schools are establishing a new cell phone-free equilibrium,” the study stated. The research comes as more than half of states have passed laws banning cellphone use in schools.
